SCS launches human resource info management system for Brunei

Singapore, (ANTARA News/Xinhua-PRNewswire-AsiaNet) - Singapore Computer Systems Limited (SCS), a leading information and communications technology service provider in Asia announced that its wholly-owned subsidiary SCS Information Technology Sdn Bhd and its Bruneian partner, ATB Technologies Sdn Bhd have completed a large-scale human resource information management and electronic document management system for the Brunei Ministry of Defence (Mindef).


The new Defence Personnel Administration Information System (DefPAIS) was turned over to Mindef at an official commissioning ceremony in Brunei last week. Dato Paduka Haji Majid Bin Mangarshah, the Brunei Ministry of Defence Permanent Secretary, and SCS President and CEO Mr. Tan Tong Hai, together with officials of the Brunei government, numerous business leaders and local officials witnessed the handover.

DefPAIS is one of the major IT initiatives by the Bruneian government to transform the country's administrative information system, and is a showcase of the government's vision towards a paperless bureaucracy. The system was designed to meet Mindef's increasing demand for online administration, self-service, secure records storage and information management by automating the manual processes of updating personnel information and documentation.

Director of Personnel at the Ministry of Defence, Colonel Pengiran Zulkifli bin Pengiran Hj Ismail said in his speech that in order to survive and strive in the technology arena one requires full commitment to the infocomm technology (ICT) goals. The Ministry of Defence, he said is fully committed and strongly supports Human Resource-ICT Partnership.

"We are fully committed and we strongly support ICT development as envisioned by His Majesty the Sultan and Yang Di-Pertuan Negara Brunei Darussalam, with the establishment of a National IT Strategic Plan (IT2000 and beyond) that focuses on three strategies; Paper-less Society (e-Brunei), Public Sector drive towards e-Government (e-Government) and Private Sector drive towards e-Business (e-Business)," he said.

"Towards this we now have operationalised an effective and efficient Administrative System called DefPAIS that incorporates Human Resource Management Information System and Electronic Document Management System," he added.

Mr. Tan Tong Hai said, "We are pleased to deliver our commitment to the Brunei Mindef by completing the DefPAIS project on time. The project has created a benchmark for future government administrative systems and we are excited to have participated in this important endeavour. Moving forward, we will continue to work with the Brunei Mindef to drive adoption rate."

The completion of DefPAIS follows several other major successful e-government projects that SCS has been involved in -- both in Singapore and overseas. These included an electronic business registration and filing system for the Singapore Accounting & Corporate Regulatory Authority and the British Virgin Island Financial Services Commission; a central records depository system for a Singapore homeland security agency; and a wireless communications network for a tertiary educational institution.
